I am looking at monitoring a 15 watt solar panel and battery. What items would I need to do this?

What do you want to monitor?

watts being produced by the panel and the voltage level of the battery. I have the solar panel and battery set up. Just looking for a way to monitor the above.

So, can anyone tell me if I can monitor a 15 watt 12 volt solar panel with io Bridge items.

Solar panel output in watts and the voltage level in a 12 volt battery.

this will lead you in the right direction.

if you can finda an ac clamp and a multimeter that can be read over a serial connection, this will be the easiest to hook up to the iobridge

That's not really what IObridge does.  If you have a device that reports output and voltage level, IObridge can capture those values and upload them.  But you have to figure out how to do the measurement and get them into one of the two forms that IOBridge understands -- either a voltage level between 0-5 volts DC, or a digital on/off signal.
