Yeah I think the on-board method would be the best. If my internet happens to be down then I could still have all my x10 functions work (lights would still turn on, etc). If there's any new developments in the future i'd love to know :)

Is there a point in the future where you can see the whole server function being pushed into the device?

Instead of creating time based events running from the server, we're trying to decide if they should be part of the on-board rules.  It might make more sense to run them from the IO-204 itself, then at least they would fire whether on not it was online.

Was timer functionality ever added to the x10 widget?  If not is there a step by step as to how to do this on the module?

I am wondering the same thing. I would like to be able to power cycle my router remotely. I can turn it off but obviously I can't turn it back on manually. So a timed function to turn it on a minute or so after it was turned off would come in handy.

This is possible with the combination of a widget (to shut down your router) and an onboard rule. A digital output pulse can be your timer.
