Widget cleanup

Can the ability to change the order of the widgets on the dashboard be added?

That functionality already exists.  The order of the widget on the dashboard is the order in which they were added.  If you want to rearrange them, remove them all, go to your list of widgets and click the plus signs in the order you want them to appear.

You can now drag and drop the widgets on the dashboard to make customizations.
